I'd recommend backing up your textures folder since it's just a raw rear end series of texture replacers. It's a combination of all the textures used and the ENB I use, which creates that kinda foggy look when combined with the URWLNV mod. I felt like makin' this since folks seemed interested in having the winterized wasteland in their game:
